The US state secretary Condoleeza Rice has confirmed, that the international conference with G8 participation is being prepared in Iraq.
In the text of the Rice’s speech, prepared for the hearings in senatorial committee on assignments it is spoken that the government of Iraq prepares for the expanded meeting of neighbors, all over again at a level below the ministerial rate, which will be held in Baghdad in first half of March.
It was also said in the document, endurances from which in advance were distributed with a department of state of the USA, that the nearest Iraq’s neighbors, representatives of other states of region, the multilateral organizations, and also constant members of the UN Security Council are among the expected participants.
Rice has also informed that after first such meeting, the second meeting at a ministerial level with participation of the same invited plus members of “the big eight” will, probably, take place takes place in April.
The US state secretary has noted that the Iraq government has invited Iran and Syria for both meetings.
Rice has told that World Community expects that these (two) governments will take advantage of an opportunity for improvement of the relations with Iraq and would work for the sake of the world and stability in this region.
Rice has also declared, that George Bush’s administration “completely supports” the diplomatic initiative of the Iraq government of on carrying out of conference in Baghdad.

Due to the resume of the message concerning changes of the climate, made up by the world leading scientists, people have already made such a big harm of an atmosphere so, that the effects of global warming are to continue within 1 000 years and even more.
According to the results of the report the world is being heating up so rapidly that it in the nearest future more frequent waves of a heat, droughts and storms (stronger typhoons and hurricanes) are surely “guaranteed“ to our planet. - The average temperatures in 2090-2099, possibly, will be 1.7 degrees to 4 degrees higher, in comparison with the period of 1980-1999;
- The further process of global warming would destroy the Greenland ice cover; in its turn, melting of the Antarctic and Greenland ice cover would lead to the rise of general sea level that would put under the threat the existence of some countries.

The Parisian international conference on problems of the environment, passed under the motto “We are the citizens of the Earth”, has called for creation of the World Ecological Organization.

In the declaration accepted on results of work of conference it is said the World Ecological Organization calls to transform the Program of the United Nations on an environment to the present international organization of global scale like the World Organization of Public Health Services.

The World Ecological Organization could engage to the deciding of such problems, as an estimation of ecological damage, promotion of environmentally safe technologies, development and realization at the international level of decisions on preservation of the environment.

Participants of the Parisian forum have also expressed for the acceptance of the General Declaration of the ecological rights and duties which would guarantee to the person the right to the pure and protected environment.

In participants’ opinion, the efforts on preservations of an environment should be divided fairly between the richest, developing and least advanced countries.

Work of the Parisian conference has coincided with the publication of the report of the International commission of experts of the United Nations on climatic changes. According to this document, the global warming caused first of all by activity of the person, will be prolonged more than thousand years.

The experts predict, that by 2100 average temperature on a planet, according to optimistic estimations, will increase for 1, 8-4 degrees in comparison with last twentieth anniversary XX centuries. The most pessimistic script assumes that increase of average temperature will make 6, 4 degrees.

Global warming will lead to that the level of the World Ocean by the end of a current century will rise on 18-59 centimeters. More frequent become the periods of heat and plentiful deposits, force of cyclones and hurricanes will increase.

The most part of the states-members of the United Nations has not carried out their financial obligations. For February, 1st, 2007 the states have underpaid 5, 8 billion dollars into the United Nations’ treasury. Such information has been declared by the press-secretary of the Organization Michel Montas.

Each UNO’s member should make a payment into the regular budget of the United Nations, a payment on peace safety programs and a payment on the maintenance of the international tribunals. Besides the separate estimate of charges on repair of the United Nations office in New York is accepted. According to the United Nations’ requirements, payments for 2008 should be paid by January, 31st, 2007. However by February, 2007 only 31 countries have completely brought payments into the regular budget of the United Nations’ treasury. In Michel Montas’s message it was not specified, which countries were included into the list of debtors.

In December, 2006 the General Assembly of the United Nations has approved a new scale of payments of the states in the budget of the organization for 2007-2009. So, the USA will pay 22 percent of charges of the United Nations, and Russia - will pay 1, 2 percent. Thus in the message of the United Nations it is not specified, which countries were included into the list of debtors. In total in 2007 2, 2 billion dollars has been listed into the United Nations’ budget.

The NYSE Group Inc.’s operator announced that this Wednesday the world’s most powerful stock exchange, the New York Stock exchange (simply, the NYSE), and the Eastern giant- Stock exchange of Tokyo (simply, the TSE) are going to establish a ‘the strategic union’ in New York .

John A Thain, the boss of the NYSE, and Taizo Nishimuro, the president of the TSE Inc should workout a lot of details concerning the union at the press conference in New York before trading.

Experts say that the union of these two giants could be a first step to a mutual share holding. However, such step would happen only after the TSE has made the first public offer in 2009.

Iran has offered Russia to create the joint organization on cooperation in gas sphere. This informatiion was announced by the Iran’s President Ayatollah Khamenei at the meeting with the Secretary of Secutiry council of the Russian Federation Igor Ivanov in Teheran.

Ayatollah has noted that Russia and Iran are in the lead on stocks of gas and this should promote creation of the organization similar to the OPEC. He also has expressed a hope for the further development of cooperation with Russia in various spheres of economy and policy.

The report of experts has been published in November, 2006 and then the theme “gas ОPEC” became very popular. Thus Russia which, if to trust the report, is suspected of organization of the MANNGO, denies preparation of gas cartel. However, in the West doesn’t trust the Kremlin officials and is properly looking for any factors of MANNGO’s formation. Despite of all objections of Russian authorities for disinterest in a gas alliance it is impossible to deny an opportunity of the establishment of the MANNGO. Honestly speaking, Russia would only win from new “gas OPEC”. Even the bilateral union with Iran will allow speaking about gas cartel: in total, two the countries have more than 40 % of all world reserves of gas. This union will allow influencing the world prices for blue fuel that would attract other exporters and involve them in the gas union. The policy of Gazprom that for a long time declares the necessity of formation of the “fair” price for gas also speaks in favor of MANNGO. The experiment on creation of a platform for sale of gas on free prices with use of exchange technologies, which has received the name “5+5″ is being held by Russia for a long time. The gas stock exchange can become the same tool for MANNGO, as oil stock exchanges for OPEC. As the experiment has already shown, the “fair” price for gas will be above, than it is established now.

On Wednesday an annual the World economic forum has begun its work in the Swiss resort town Davos.

This year the forum managed to collect a record number of participants comparing to all time of carrying out of forums since 1971.

Almost 2, 4 thousand politicians, businessmen, public figures from 90 countries, including 24 chapters of the states and the governments have arrived to Davos.

800 businessmen will discuss at a forum the problems of economic globalization. The level of representation international business-community is extremely high. From 100 largest companies of the world 73 are presented at the top-level.

Since today’s morning plenary sessions of working groups and bilateral meetings have begun in the Davos Congresses Palace. The participants of a forum have started their work in a good mood that in many respects was promoted by magnificent weather. If yesterday there were fog and a drizzle in Davos, during a night the weather has totally changed in city-resort: now it is snowing and the sun is shining.

The Organization of United Nations (UNO) is concerned by the fact that Northern Korea can pump over millions dollars from money of the United Nations for the illegal purposes. The United States require that the Program of Development of the United Nations in North Korea was updated and put forward to external audits.

In reply to the American demands, the United Nations will stop transfer of the currency to the government, local staff and sellers till March, 1st and will stop to finance the diplomats and government officials of Northern Korea in the United Nations in a week.

The program of Development of the United Nations was implemented in North Korea in 1995. The program was observing the projects in an agriculture and environment protection. This program has provided people with food, job and allowed them to survive in conditions of almost famine.

As the North-Korean financial system is not adjusted to address with purchasing orders, checks or the credits, the Program of Development of the United Nations, pays the majority of its charges in euro, including a rent. Such practice contradicts rules, but managers felt, that they could watch better the streams of money, placing payments directly in hands of people, instead of financial thieves.

Last Saturday the General public prosecutor of Sacred Throne, Nicola Picardi, has declared, that Vatican is going to join the Schengen convention on the free visa moving of citizens.
Picardi stressed that such decision of Vatican is caused by the threat of the international terrorism and the necessity of close cooperation between countries in the struggle against this phenomenon.
Speaking about the cooperation in this field with the authorities of Italy, the General public prosecutor has emphasized, that this work should not be isolated only by remedial or juridical frameworks. The struggle against international terrorism requires new forms of co-operation which, not restraining any freedom, would strengthen world safety.
In Picardi’s opinion, in case of international terrorism, it is necessary to intensify an exchange of operative information and to strengthen the preventive measures directed on the safety of people.
However, Picardi has not explained how it will influence the tourists in case of joining the Schengen Agreement.
